1. Process and what happens next
The Council adopted a Local Plan on 14th December 2017 which has been examined in public by a government appointed inspector between 12th February and 11th June. The Inspector issued a 21 page letter dated 2nd August 2019 in which 39 points were raised for attention, many of which will give rise to changes in the plan (known as “Main Modifications). These changes will have to be published for public consultation before the Inspector can consider them further. She has said “Advice is without prejudice to the conclusions she might ultimately reach” so there is no guarantee the Council’s responses will be sufficient to gain approval.
We have asked for a list of required modifications and the timetable for the further work but the Council does not yet have this information. In the September edition of Theydon Bois Village News, Cllr Philip suggested an indicative timetable would be available for the following edition which is expected in December.
Although the Local Plan has not yet been approved and it is not in force, work is under way privately on Masterplans – these are high level plans for larger sites (such as Epping South and Latton Priory) and relate to all aspects of the development. Masterplans must be issued for public consultation and it will be important to make representations on any contentious aspects, such as inadequate infrastructure arrangements, inappropriate design or traffic.
Meanwhile, Epping Town Council has resumed meetings on the Neighbourhood Plan. This is completely different from the Local Plan and we will write more about it in another posting.
